are following breaking news out of downtown oakland. police are investigating a fatal shooting. christien kafton is live for us. >> reporter: let me tell you this is a large crime scene. it's spread out over five blocks here in downtown oakland. right now alameda county coroners office is on scene here just about to load the victim into a van to remove him from this scene. there was a very expensive sports car just about seven or eight minutes ago that expensive sports car was towed out of the area. we have video of what the scene looked like earlier. police say they responded to the scene around 3:00 this morning and found the dead man in the street with numerous shell casings around him. and there is another scene just about a block away with more shell casings there and a half block away again that very expensive sports car. it looked like ans aton martin vintage. that sports car is certainly part of this investigation. we saw investigators looking over it with flashlight and trying to get a little bit more information about that. as mike said a couple moments ago, this shooting happened when

certified staff positions. and 43 teacher aids. oakland unified will cut 65 administrators. and 11 non-tenured teachers. alum rock is giving out 87 notices in total. 78 of those are to teachers. antioch is cutting 13 teachers. redwood city. 8 certified positions maybe eliminated. this includes school nurses and counselors. and when i called the following districts on your screen. all them told me no pink- slips were sent out. this is for fremont, san jose unified school district, walnut creek and to palo alto unified school district. while some districts said the reason for planning to cut or not cut jobs had to do with declining or increasing enrollment. another part of this. is prop 30. it prevented a 5-billion dollar cut to schools. and provides more funding for schools during the next seven years. school district told me that has made it possible for districts to more confidently budget for next year. these staff members who got pink slips will not necessarily lose their jobs -- some of them will move into other positions in the district. when the state budget picture is clearer. >

saw a case like that in oakland where they were finding guns that were actually coming from rural georgia come to find out there was a person who was going through this straw purchasing, sending the guns to oakland in the rural area and those were being sold and distributed to gang members. by the way, we have bipartisan support in the house for this bill over 100 co-sponsors. it says when you, a straw purchaser goes out there and does that, they're no longer going to be limited to a fine, almost like a, you know, you get -- you're speeding at 65 in a 55-mile zone. no more of that. the penalty is going to be increased substantially. and right now, there is no federal law dedicated to gun trafficking. that is that when that straw purchaser buys that gun and then turns it over to either somebody who they know should not have a gun or forbidden for having a gun or cartels in mexico or what have you, now there will be a law against not only the strawberry purchaser but the person who is receiving the gun and any kingpins that might be involved in that. again, this is something law enf
